Every quarter of an hour five of our servers — in Amsterdam, Frankfurt, Istanbul, Tokyo and Hong Kong — open 77 popular services and record the answer. Below is what came out over the last day: a green band means the service answered, red means it was silent.

These are our own measurements, not user complaints. What follows from that is under the table.

How to read the band

The band is one day, left to right, fifteen minutes per segment. The colour of a segment is how many of our points did not see the service at that moment.

What this page does not know

It does not know what is happening at your end. Our points sit in data centres in five countries, and their network is a different one: they do not see blocking at a particular provider, while they do catch refusals a live person never meets. If a service is silent for you and green here, it is almost certainly the road to it, and that is cured by changing the route. If it is red here, it is not you, and it is the service you have to wait for.

[01] $ Is this like Downdetector?
> Similar in purpose and built differently. Downdetector counts complaints from people: the more of them press "it is not working for me", the taller the bar. We have no such stream of complaints, but we do have five servers in five countries that open every service themselves every fifteen minutes and record the answer. That is why it says "we checked" here rather than "users report": this is measurement, not a poll.
[02] $ The service will not open for me but you say "working". Who is right?
> Both. We measure from data centres in five countries, and you sit at your own provider — those are different points of the network. If we see a service alive and you do not, it is almost certainly the road to it: filtering at your provider, a broken route, DNS. That is exactly the case a VPN fixes. What is happening in your own network can be checked with the neighbouring tool — it runs right in your browser and measures your connection, not ours.
[03] $ What does "will not let us in" mean?
> The service answered, but with 403, 429 or 451 — "you may not come here". From data-centre addresses that happens constantly: shops, banks and some social networks rebuff server requests purely because of the address. It is neither an outage nor blocking, so such answers never count as outages and are marked separately.
[04] $ Why do some services show "not observed"?
> Because from abroad they never open at all — and that is their ordinary state, not today’s failure. For every pair of service and vantage point we work out from the past week how often it answers at all. A pair that is always silent does not count towards an outage: otherwise we would announce a failure every single day while sitting in Amsterdam.
[05] $ When do you consider a service down?
> When it has stopped answering at least two of our points among those it normally answers, and it is not a one-off miss: we re-check every failure immediately with a second request. A refusal to one point is "not visible from here", and that is what we write: "not everywhere". The difference matters, because from one point you see exactly one point.
[06] $ How often is the data updated?
> A full sweep runs every fifteen minutes; the time of the last one is at the top. More often is not needed: the page answers the question "is it me or everyone", it does not replace a monitoring system.
